2025 Plans Fully Implemented: Construction Materials Industry Enters a New Stage of Development

The year 2025 became a year of success, record-breaking performance, and new opportunities for Uzbekistan’s construction materials industry. This was announced today at a press conference titled “Analysis of Activities Implemented in the Construction Materials Sector in 2025,” held at the Uzbekistan Construction Materials Industry Association (“O‘zsanoatqurilishmateriallari”).

The event was attended by the association’s management, representatives of higher education institutions, entrepreneurs, and members of the media. The press conference was opened by Ilyos Rahimov, Chairman of the Association, who delivered a comprehensive presentation on the results achieved in 2025.

Record Production, Investment, and Export Performance

As highlighted during the conference, in 2025 the sector achieved:

• Production volume of UZS 52.6 trillion;

• Exports totaling USD 1.2 billion;

• Investments utilized amounting to USD 2.4 billion.

In addition, under the localization program, products worth UZS 4.4 trillion were manufactured.

Over the course of the year, the following volumes were produced:

• 21.5 million tons of cement;

• 40 million sq. m of construction glass;

• 47 million sq. m of ceramic tiles;

• 110 million sq. m of gypsum board;

• 336 thousand tons of dry construction mixes;

• 830 thousand units of sanitary ware,

ensuring stable supply to the domestic market.

New Projects — New Jobs

In 2025–2026, the industry plans to implement 437 projects worth USD 3.6 billion. In 2025 alone, 353 projects valued at USD 1.8 billion were commissioned, resulting in the creation of 15,200 new jobs.

Among the major projects:

• In Nukus, Republic of Karakalpakstan, Qoraqalpoq Basaltwool LLC launched a USD 52.4 million project to produce thermal insulation materials based on basalt minerals, with an annual capacity of 50,000 tons;

• In Chust district of Namangan region, Megaton LLC commissioned a USD 40 million project with an annual capacity of 500,000 cubic meters of autoclaved aerated concrete blocks.

Export Plan Achieved at 100%

In 2025, exports of construction materials reached USD 1.2 billion, ensuring 100% fulfillment of the planned target. Compared to the previous year, this represents a 142% increase.

High growth rates were recorded particularly in:

• aluminum materials;

• ceramic products;

• marble and granite products;

• glass products;

• cement and binding materials;

• PVC and plastic products.

Key export destinations included Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Afghanistan, Azerbaijan, and the United States, where export volumes increased significantly.

Export Activity Strengthens Across Regions

In 2025, steady export growth was observed in Tashkent city, Tashkent region, Samarkand, Navoi, Fergana, Andijan, Khorezm, and other regions. The leading contributors were Tashkent city (USD 291 million) and Tashkent region (USD 201 million).

New Markets and Active International Engagement

To further expand exports, trade houses, showrooms, and logistics warehouses were established in Afghanistan, Tajikistan, Azerbaijan, Kazakhstan, Pakistan, and Kyrgyzstan. These facilities showcase more than 50 types of high value-added, export-oriented construction materials produced in Uzbekistan.

Moreover, throughout 2025, domestic entrepreneurs actively participated in major international forums and exhibitions held in Tashkent, Kazan, Tbilisi, Baku, Ulaanbaatar, Los Angeles, Brno, and other cities.

Open Dialogue and Proposals

At the conclusion of the press conference, media representatives received comprehensive answers from experts to their questions regarding the current state and future prospects of the industry, and also put forward a number of practical proposals.

In summary, all planned targets for 2025 in the construction materials industry were fully achieved, and the sector has confidently entered a trajectory of sustainable growth.
