A Major Breakthrough in the Construction Materials Industry: Domestic Production Replaces Imports

One of the driving sectors of our economy – the construction materials industry – has witnessed a major breakthrough. Thanks to reforms carried out under the leadership of our country’s President, in a short time the sector has grown 3–4 times across all directions. In particular, while in 2017 about 6,000 enterprises were operating in the industry, today this figure has reached 11,000. Likewise, if in 2017 construction materials worth 11.4 trillion soums were produced, by 2024 the volume reached 47.1 trillion soums. Export indicators have also shown impressive results: eight years ago, exports of construction materials amounted to $71 million, while in 2024 products worth $831 million were delivered to foreign buyers.

In just the first 8 months of 2025, exports reached $675.4 million. Notably, in 2024 alone, investment projects worth $2.2 billion were implemented in the sector.

The implementation of large-scale investment projects has led to an increase in the number of industrial enterprises producing new types of energy-efficient construction materials. In particular, Fergana, Navoi, Tashkent, Jizzakh, Namangan regions and the Republic of Karakalpakstan are leading in this direction. As part of the localization program, the “Uzsanoatqurilishmateriallari” Association is paying special attention to the production of import-substituting products. Specifically, production of porcelain tiles, autoclaved aerated concrete blocks, high-grade cement, thermal insulation boards, electrodes, and paint-and-varnish products has been established.

Between 2017 and 2024, investment projects totaling $10.8 billion were implemented across the country. As a result, domestic demand for a number of construction materials has been fully met. The reforms have borne fruit. For example, to date, 15 major enterprises specializing in ceramic tile production with an annual capacity of 73.2 million square meters have been established. The domestic market is fully supplied. At present, annual demand for this type of construction material stands at 46 million square meters. Demand for Uzbek-made tiles of various sizes is also growing in foreign markets, with $43.3 million worth of ceramic tiles exported this year alone.

Another noteworthy achievement is that domestic demand for basalt slabs has been fully satisfied. Between 2017 and 2025, seven major enterprises with a total annual capacity of 275,000 tons were launched across the republic. Production facilities have been established in Jizzakh, Surkhandarya, Navoi, Andijan regions and in the Republic of Karakalpakstan. According to operational data, in 2024 demand for basalt slabs amounted to 107,000 tons. Today, special attention is being given to expanding exports of this product. For reference: basalt slabs have been incorporated into urban planning standards, helping to improve the energy efficiency of buildings and structures.

Similarly, domestic demand for autoclaved aerated concrete blocks has been fully met. As of September 2025, 12 enterprises with a total capacity of 3.48 million cubic meters are operating in the country. To preserve topsoil and enhance the energy efficiency of buildings and structures, production of autoclaved aerated concrete has been widely adopted. At present, all multi-story residential buildings are being constructed from this material. Thanks to its ability to block noise, heat, and cold, this innovative product is in high demand not only in Uzbekistan but also in neighboring countries.
