Over the past five years, Uzbekistan’s cement production capacity has increased by 2.5 times, driven by large-scale construction projects implemented across the country.
Thanks to favorable investment conditions, the number of cement manufacturers has grown to 40 enterprises, including facilities capable of producing high-grade cement (M-500 and above).
As a result, the market now faces excess production capacity, and Uzbekistan continues to lead Central Asia in terms of total cement manufacturing capacity.
Regional Cement Production Capacity (Comparison):
- Uzbekistan: 40.5 million tons
- Kazakhstan: 18 million tons
- Kyrgyzstan: 3.0 million tons
- Tajikistan: 5.6 million tons
- Turkmenistan: 6.3 million tons
Capacity Distribution Within Uzbekistan:
- Fergana Valley regions: 32%
- Tashkent region: 18%
- Other regions: 50%
As of now, 42 cement enterprises in Uzbekistan have a combined annual capacity of 40.5 million tons, including 21.2 million tons of M-500 and M-600 grades — which is more than 2.2 times the domestic demand.

Among these, seven enterprises were established with investment from the People’s Republic of China, with a total annual capacity of 15.7 million tons.
Production and Trade Figures (January–June 2025):
- Cement production: 10.1 million tons
+23.6% (or +1.9 million tons) year-on-year - Imports: 37.6 thousand tons
–91% (or –379 thousand tons) - Exports: 506.8 thousand tons
9.7× increase (or +455 thousand tons)

On the commodity exchange:
- White cement: 1.2 to 1.4 million UZS per ton
- Portland cement: 485,000 to 587,000 UZS per ton
Diversification Trends:
In 2024, 17 enterprises that were not previously engaged in cement manufacturing began implementing projects to diversify into other construction materials.

Demand Overview:
- Domestic demand: 19 million tons per year
- Export market demand: approx. 600 thousand tons per year
