- Environmental Monitoring in Industrial Enterprises to Be Further Strengthened

At today’s briefing, Jamshid Shermetov, Head of the Information Service of the “Uzqurilishmateriallari” Association, presented information on “Analysis of Environmental Monitoring in the Construction Materials Sector.”
According to the report, based on the Presidential Decree of the Republic of Uzbekistan dated May 31, 2023, No. PF-81 “On Measures for Transforming the Environmental Protection Sector and Organizing the Activities of the Authorized State Body,” all enterprises classified as Category I must install automatic stations for sampling and analyzing emissions into the atmosphere by December 31, 2025, and enterprises classified as Category II must do so by July 1, 2026, at their own expense.
Additionally, according to the Resolution of the Cabinet of Ministers dated October 29, 2025, No. PQ-343 “On Measures for Organizing the Activities of the National Committee for Ecology and Climate Change of the Republic of Uzbekistan,” industrial enterprises of Categories I and II must install background monitoring stations on their premises and integrate them into the National Environmental Monitoring Center under the Ecology Committee by March 1, 2026.
Starting from March 1, 2026, enterprises of Categories I and II that fail to install background monitoring stations and integrate them into the National Environmental Monitoring Center within the established deadlines will be subject to increased compensation payments—five times higher than the standard rate.
The “Uzqurilishmateriallari” Association is carrying out systematic work to ensure the implementation of the mentioned decrees and resolutions. In particular, continuous monitoring is conducted on the installation of automatic stations and stationary observation points at high-risk (Category I) production facilities. Regular studies are also carried out to reduce emissions and environmental impact from cement plants, and the results are submitted to the relevant ministries and agencies.
In cooperation with the National Committee for Ecology and Climate Change, capital repair works have been completed at 23 out of 42 full-cycle cement plants operating in the country. Specifically, 24,000 filter sleeves and 1,957 membrane valves have been replaced.
As of now, automatic monitoring stations have been installed at 9 cement plants. In addition, stationary observation points have been established at “Ohangaroncement” JSC in Tashkent region and “Jizzakh Cement Plant” LLC in Zafarabad district of Jizzakh region.
Furthermore, as of November 26, 2025, within the framework of the “Green Belts” program, a total of 97,090 seedlings have been planted on 21 hectares adjacent to 28 major enterprises classified as Category I and II during the 2025 autumn season. This serves as an important factor in reducing harmful emissions and mitigating the environmental impact of industrial enterprises on surrounding territories.
